Expert Forum and the Rule of Law Programme South East Europe of the Konrad Adenauer Foundation are pleased to invite you to a debate taking place on November 16, starting at 10 AM, focused on the costs of political clientelism in the Republic of Moldova and the region. We will present the results of a research on the allocation of funds from the “Good Roads Program for Moldova” (“Programul Drumuri Bune pentru Moldova”) and conclusions regarding the arbitrary criteria for the allocation of the funds used by the political decision-makers in the electoral context.
Together with our partners, we will launch a multi-annual analysis of several Moldovan funds, including capital investment allocations, the Energy Efficiency Fund or the National Ecological Fund. The data has been transposed online in an interactive platform similar to the Romanian Clientelism Maps available at www.expertforum.ro/harta-clientelism – which will be launched in this context.
In order to exemplify the regional clientelism models, we will present some findings from Georgia and the latest analytical results on Romania, including updates to the 2018 map of clientelism (“Harta Clientelismului”).
