Is there a way in which we can gauge the level of resources that are misused or simply wasted, can we compare across countries and in time, and is there a correlation between the governance of SOEs and their &#8220;performance&#8221;? We believe so. But first, one needs to define properly what &#8220;performance&#8221; means and formalize its measurements in adequate indicators. In an innovative project, we proposed a set of indicators to assess the correlation between governance and performance in SOEs in four EU member states.
