How does the government engage in communication with citizens: experiences from Norway and Romania

Citizens want to know how the government invests their money, whether we are talking about local or central government and they also want to take part in the decision-making process that affects their lives or the development of their community. However, public opinion often remains with the perception that consultative processes are rather formal, bureaucratic and do not necessarily lead to the expected results.

 We invite you to a debate with decision-makers from Romania and Norway, in order to discuss solutions and best practices regarding public consultation and the ways in which the Norwegian government involves citizens in the public decision-making process as well as the current realities from Romania and a few prospects for the future. The speakers will be Gunnar Haereid – Vice-Governor of Sogn og Fjordane region, Violeta Alexandru – Minister, Ministry for Public Consultation and Civic Dialogue and Radu Puchiu – State Secretary, Prime Minister’s Office.

We will discuss the role of the Norwegian Governor’s Institution in managing relations with citizens, the situation for Open Government Partnership (OGP) and the Ministry’s plans for Public Consultation and Civil Dialogue on the decisional transparency and the access to information in Romania.

Discussions will be held both in English and Romanian.
