Mother & father of the flat tax…

An unexpected and heated debate has occured on FB just at the New Year’s Eve, between two well known Romanian politicians and fiscal experts: Ionut Popescu and Gabriel Biris (see here). Apparently the current EFOR team is credited for launching in Romania in 2003 the debate that has led to the adoption of the flat tax two years later. Well, thanks…

In a country where nothing lasts more than 6 months before being reversed, this policy seems to fare much better until now at least. Even its declared foes (Prime minister Ponta, minister Voinea), once in office, discover that they would rather not – or cannot – change it, after all. For good measure, here is the original document which changed a country and establishes our paternity: Adevarata revolutie fiscala: cota unica. Those of you who will have the patience to read the four pages will see our ideas were more fully fleshed than what was in fact put in practice: 18% (not 16) and in the same time a widening of the fiscal base, closing a lot of fiscal loopholes, capping of social contributions, and so on.
