Debate on business parks: the case of Oradea

Together with the Metropolitan Zone Oradea, we organized an open debate on October 29 on what can local authorities do to strengthen their own local revenue base and mitigate the economic crisis. Our partners presented the success story of Eurobusiness Park Oradea.  Mr. Marcel Bolos, State Secretary, Ministry of Regional Development, Mr. Ilie Bolojan, Mayor of Oradea, Mr.Ciprian Barna, General Manager of the Association for Inter-community Development – Oradea Metropolitan Area, Mrs. Delia Ungur, General Manager of the Industrial Park, and Daniel Daianu, professor at the Political Science university. The debate was moderated by Sorin Ionita, chairman of Expert Forum and expert in local development at the Council of Europe.
The participants presented the case of Oradea industrial park, a model of good practice in Romania for any local authority that is interested to stimulate economic activity and strengthen its own local revenue base, particularly during crisis. In just two years, 3000 jobs were created, foreign investors came to Oradea, and currently 70% of the total 37 hectares of the park are occupied by businesses. With just 15 million EUR municipal investment, the authorities attracted 130 million EUR private investments. What ensured the success for the Oradea industrial park was the fact that the municipality reduced local bureaucracy, ensured access to utilities, provided an affordable business location and facilitated access for investors to a properly qualified labor force. The main challenge remains to replicate this successful model for economic development policies at local and regional level. This is why the event aimed to disseminate the successful experience among all those interested in replicating the model in other areas.
